Function of committee:

            Discussion –

There was a brief discussion around the goals and objectives of the committee.  Ms. Moriarty reported that the state committee is in the process of completing a template that could be offered to municipalities for their use in developing an MCI plan.  This template will be based on the original plan developed by the State but never adopted.  The committee considered whether it should create a single regional plan or link the existing county plans.  It was decided that the existing county plans should be compared before any decision was made.

Action – Committee members to compare plans available and be prepared to discuss same.

Hampshire County LEPC Plan:

            Discussion –

Mr. Keefe introduced Assistant Chief Mike Zlogar, from the Amherst Fire Department.  He explained that he had asked Ass’t. Chief Zlogar to come to the MCI meeting to present the work being done by the Hampshire County LEPC.  Ass’t. Chief Zlogar explained that MEMA is now under pressure to create “all hazard” plans as opposed to “hazardous materials” plans.  The HCLEPC, with technical assistance from the UMASS Information Technology Program, intends to develop a comprehensive database that will be available on CD.  The LEPC would also like to develop action plans that would be usable in any situation.

The committee discussed the idea of contributing to information collection for this project.

There is a meeting of the HCLEPC on January 3rd, 2002 at the Hampshire County Courthouse.  The database project will be the main focus of that meeting.

Action – Mr. Keefe/Assistant Chief Zlogar to keep the committee informed regarding this project.

Communications Committee:

            Discussion –

The Communications Committee is in the process of creating a database.  They have asked that Steve Cote attend MCI meetings to act as a liaison with them.

County Plans:

            Discussion –

Ms. Moriarty distributed county plans from Franklin, Hampden and Hampshire Counties.  There is no Berkshire County plan, as yet.  If a copy of the central Berkshire County plan can be obtained that will be distributed.  The committee had a brief discussion of the plans, and agreed to spend the next meeting comparing them.

Action – Committee members will compare available plans at the next meeting.
